In WA state, at the state convention, the 51 people who have been elected as national delegates from the congressional district level will elect 17 at-large delegates and 10 PLEOs (party leader and elected officials)

If running for either of these types of delegate, the forms need to be in to the State party by June 10th at 5pm. Here are the forms:
  • At-Large delegate form - due June 10 by 5pm
  • PLEO form - due June 10 by 5pm.

Coming soon: the At-Large Candidate Delegate List - where people running for At-Large delegate can post their profiles so that the Election Committee (comprised of the national delegates elected at the congressional district caucuses) can view them all in one place instead of being inundated with mailers, phone calls, etc..

Summary of what these roles are and who is elegible (more details can be found in the delegate selection guideline - pdf)

At-Large Delegates:
  • #s: 17 delegates and 4 alternates
  • How many are available to each candidate will be determined by the % results on May 17th at the Congressional district level (ie - if it's an 80%/20% for Obama on May 17th at the CD level, then 80% of the 17 At-Large delegates will go towards Obama)
  • They are elected by the "Election Committee" - which is comprised of the National delegates elected at the Congressional district level.
  • Any registered voter is eligible to be an at-large delegate - as long as they send in their declaration of candidacy (above) on time.

PLEOs (party leaders & elected officials):
  • #s: 10 delegates
  • as above - how many are available is determined by the % results on May 17th at the CD level.
  • They are elected by the "Election Committee" - comprised of the national delegates elected at the Congressional district level
  • They are elected in the following priority order: big city mayors & state-wide elected officials (equal consideration), state legislative leaders, state legislators, and other state, county & local elected officials and party leaders.
  • Must fill out the form (above) to be eligible

Add-On delegates
  • #s: 2
  • The state party chair creates a list of 4 people from which the Elections Committee (51 delegates from the congressional district) selects the 2 delegates.


Note: frequently, the At-Large positions and Add-On delegates are used to ensure that the 97 WA delegates represent the diversity of the WA state residents. Here's the blurb from the state party as well as the number of historically underrepresented people they plan to have in the delegation to the national convention:

"The Democratic party has a commitment to include historically underrepresented people in the party by virtue of race, ethnicity, age, sexual orientation or disability. We encourage full participation by all in the delegate selection process and in all party affairs.”
